Navy Outlines Transition Support for Sailors, Families Affected by Bahrain Operations
ARLINGTON, Va. – The Navy released updated guidance and resources for Sailors, civilian employees and families displaced by operations in Bahrain, to support transitioning from Safe Haven lodging to longer-term housing.t
To secure appropriate entitlements, military families must select a designated location for resettlement by Nov. 30. Impacted personnel will continue to receive Safe Haven allowances at the current rate until Oct.11. Beginning Oct. 12, the allowance decreases to 75% and will continue through Nov. 30. Declarations should be made to Salesforce via mailto:askmncc@us.navy.mil.
Once a family selects and occupies their permanent home, Safe Haven per diem ends and the service member will then receive Basic Allowance for Housing based on the ZIP code of the family's new home. The Navy will also pay authorized travel and moving expenses for dependents and two family pets. Navy Personal Property and Housing offices will coordinate the packing and shipment of household goods and personal vehicles from Naval Support Activity Bahrain to families’ new homes. Family members generally cannot return to Bahrain to pack their belongings. However, service members are authorized to oversee pack-outs. U.S. Central Command and U.S. Naval Forces Central Command may approve temporary return travel for adult family members on a case-by-case basis, when the security environment allows.
Civilians staying in commercial lodging may receive a Special Transitional Separate Maintenance Allowance for up to 90 days and $25 per day for transportation, effective Aug. 27. Civilians who must maintain two homes may be eligible for an Involuntary Separate Maintenance Allowance.

Sailors who remain in Bahrain on Permanent Change of Station Orders may receive COLA-Unique, a special Cost of Living Allowance designed to help cover the difference between local rent and their new housing allowance. Sailors should contact their command for assistance. Operation Epic Fury has also affected Cycle 272 enlisted advancement exams. Commands unable to conduct exams on schedule because of combat operations, evacuations or increased force protection measures received an extension. As a result, fall advancement results may be delayed to allow exams from affected areas to be processed. The extension does not apply fleet-wide, and commands that can safely test on schedule must do so.
